Proposal Submission Process

HEMI supports faculty in developing competitive proposals that advance the fundamental science of materials and structures in extreme environments. We welcome creative approaches that align with HEMI’s mission and provide assistance at every stage of proposal development.

Before You Begin

Please assemble the following items before contacting your HEMI analyst to ensure that we can provide the best support possible:

  • Solicitation number and title for the opportunity you plan to pursue
  • Proposed period of performance (start and end dates)
  • Draft project title
  • Names and roles of key collaborators and administrative contacts
  • Estimated budget (annual or total target amounts), any cost sharing requirements, and equipment quotes needed for budget preparation
  • Completion of JHU security training
  • For NSF proposals: create the proposal in Research.gov and grant access to your HEMI analyst as an Other Authorized User (OAR)

Key Timeline Guidance

Early handoff to your HEMI analyst ensures a more supported and successful proposal. To help you plan, please consult our timeline which outlines key milestones and recommended lead times.

  •  Initial contact:  Notify your HEMI analyst as soon as you decide to pursue an opportunity—the table below provides guidance on the support we can typically provide based on the timing of this contact.
  •  Draft proposal materials:  Approve budget promptly and provide a draft of required attachments as soon as possible to allow time for review and approvals.
  •  Final documents:  Submit final, sponsor-ready files (including signed certifications and required signatures) at least 3 business days prior to the sponsor deadline as per JHURA requirements.

*Budget changes less than a week ahead can impact completion/compliance of other components even if initially submitted a month prior.

Please Note

  • Full review can happen when the faculty has submitted the solicitation, start/end date, title, collaborating key people and other institutions/contact information one month prior to the submission date.
  • More complex proposals will require more lead time for full review.
  • JHURA requires submission three days prior to proposal due date for full review.

  • Interpreting solicitation requirements and performing compliance checks, leveraging team experience to clarify ambiguities
  • Developing budgets and calculating cost share obligations
  • Identifying required institutional approvals and routing
  • Coordinating with JHURA, research security, and subaward institutions
  • Creating draft Current & Pending documents and reviewing required attachments and SciENcv materials
  • Uploading documents to sponsor portals and completing administrative/organizational forms
